Internet/Computer Acceptable Use

Internet/Computer Acceptable Use   (Adopted March 20, 1997.  Revised January 25, 2001; September 27, 2007; May 24, 2012; July 27, 2017; July 22, 2021)

The Orrville Public Library provides computer services, including free access to the internet, as part of the library’s mission to supply information for lifelong learning and to offer a gateway to outside resources, and to supplement the educational needs of school-age children.

The library does not guarantee the accuracy or suitability of the information available on the internet. Not all information found on the internet is accurate, current, legal, or acceptable to all individuals. Users are encouraged to be good information consumers by evaluating the validity and appropriateness of information accessed via the internet. Library staff are available to assist users in their research. The library does not control information on the internet and cannot be held responsible for its content.

Users of the library’s electronic resources shall hold Orrville Public Library harmless from any and all claims, losses, damages, obligations, or liabilities directly or indirectly relating to the use of the internet. In no event shall the library have any liability for lost profits or for indirect, special, punitive, or consequential damages or any liability to any third parties.

Parents or legal guardians of minors are responsible for their child’s use of the internet at the library. Library staff are not and cannot be held responsible for supervising minors while they use the internet

As required by the Children’s Internet Protection Act (CIPA), the library has implemented filtering software on all of its computers with internet access. Staff will disable the internet filter upon request by an adult without undue delay. However, all library patrons, including adults, are prohibited from using the library’s computers in violation of Orrville Public Library’s guidelines, as set forth below, or federal, state, or local laws or ordinances.

The library cannot and does not guarantee that the above-mentioned filtering software will block all obscenity, sexually explicit material, materials harmful to minors, or any other materials which may be unlawful or objectionable to its patrons. Nor can the library guarantee that the filtering software will always permit access to sites that may have legitimate research or other value to patrons.

The library does not provide accounts or storage for online communication services such as email, instant messaging, or social networking sites.

Patrons may save documents and information to their own flash drives. Data will not be stored on library computers. If a working document is left on a library computer, there should be no expectation that the file will be available at a future session.

Access to the internet is a privilege, not a right. Orrville Public Library specifically reserves the right to regulate the use of its workstations and reserves the right to terminate an internet session and to revoke internet privileges at any time, for any reason, as access requires responsible and lawful use. The library administrators and/or Orrville Public Library managers may perform the following actions for any legitimate reason, including but not limited to, for the purposes of maintaining system integrity and insuring that users are using the internet consistent with the library’s guidelines: monitor, inspect, copy, review, and store at any time and without prior notice any and all usage of the internet and any and all materials, files, information, software, communications, and other content transmitted, received, or stored in connection with this usage. The library’s computer equipment and all information, content, and files are the property of the library, and users should not have any expectation of privacy regarding those materials.

Acceptable Use Guidelines

Users of all ages must abide by the following restrictions. Unacceptable uses include, but are not limited to, the following:

-Using library resources for illegal or criminal purposes that violate local, state, or federal law

-Posting, transmitting, accessing, or displaying obscene and/or illegal material

-Using library resources to harass, threaten, defame, or invade the privacy of others

-Installing application software on library computers

Users violating Orrville Public Library guidelines will be asked to stop. If the violation continues, the user will forfeit the right to use the internet access station and may be asked to leave the library.

Wireless Access

Orrville Public Library provides free, high-speed, wireless (WiFi) access. Wireless users are bound by the same guidelines as stated in our Acceptable Use Guidelines.

Orrville Public Library staff can provide general information for connecting a device to the wireless network, but cannot troubleshoot problems related to a wireless device or assist in making changes to a device’s network settings or hardware configuration. The library cannot guarantee that a device will work with the library’s wireless access points.

Security

The library attempts to protect the privacy and confidentiality of library users. Internet users should be advised, however, that because security in an electronic environment cannot be guaranteed, users are cautioned that all transactions, files, and communications are vulnerable to unauthorized access and use. Users are advised to use caution when sending personal information over the internet.
